Change to Nevada Youth Soccer Association Transfer Policy


Player poaching and coaches holding unhappy players hostage have been ongoing problems within the Nevada Youth Soccer Association (NYSA). In an attempt to alleviate these problems, the NYSA Board has adopted the new transfer policy below. Coaches, team managers and players need to be aware of this new policy and the effect it will have upon them.

In short, the policy prevents coaches from holding players hostage by allowing transfers and releases without the coach’s agreement. The potential effect of this is reduced by only allowing transfers at certain times of the year, and potentially preventing a transferred player from participating in the Nevada Championships if they transfer after having played in the league for a team. The limited transfer windows and potential Nevada Championships ineligibility should make player poaching a far less attractive exercise than in the past.

New Transfer Policy:

A transfer is defined as the addition to a team roster of a currently registered player, previously rostered with another team during the seasonal year. A player registers to a team for a seasonal year. Players are expected to remain with their team for the seasonal year, but may be released or transferred in exceptional circumstances, as follows:

  • A player may be released or transferred from a team with the mutual consent of the team head coach and the player’s parents/guardian.
  • In the case of a contested release or transfer where the request was made by the competitive player’s parents/guardian, the State Registrar is to release the player from their registered team, unless such a release or transfer would leave the team with a roster size less than the number of players required to field a full team plus one player (therefore, for 11v11 play, it would leave the team with no less than 12 players). However, if the player participates in the competitive league, the player will not be eligible to participate in the National Championship Series event that seasonal year if the transfer occurs in the second or third transfer window (see below).
  • In the case of a contested transfer where the request was made by the team head coach, the State Registrar is to release the player from their registered team in the following circumstances, provided that the team/club head coach can provide satisfactory evidence of the circumstance.
  • Dissolution of the team. A dissolved team is defined as a team that has been registered and has been playing, but ceases to exist before the end of seasonal year. There will be no transfer fee for a player to transfer from a dissolved team.
  • The player has relocated from the area and can no longer participate.
  • The player has a medical condition that prevents safe participation.

In southern Nevada, competitive player transfers and releases may only be conducted in the transfer windows, as follows:

  • First Transfer Window: From the first day after the final allowable day of tryouts to 21 days before the first playing day of the fall season, as established by the respective league (U11 to U14, and U15 to U19 girls), or to 21 days before the first playing day of the extended season (U15 to U19 boys).
  • Second Transfer Window: The day after the last playing day of the fall season to the last Friday before Dec. 25 (U11 to U14, and U15 to U19 girls).
  • Third Transfer Window: From the published date of closure of Nevada Championships registration to the published date of closure of transfers for the Nevada Championships.

In northern Nevada, competitive player transfers and releases may only be conducted in the transfer windows, as follows:

  • First Transfer Window: From the first day after the final allowable day of tryouts to the Saturday after Labor Day for all fall-season competitive age divisions (U10 to U14).
  • Second Transfer Window: The day after the last playing day of the fall season to the posted date (early January each year) team registrations are submitted for spring registration for all competitive teams, U10 to U19, extended season or initial season play.
  • Third Transfer Window: From the published date of closure of Nevada Championships registration to the published date of closure of transfers for the Nevada Championships.

If a player is released and then returns to the same team during the seasonal year, the player will be required to transfer to the original team. If a player is released from a team, the player will enter the league pool. The league registrar will sign as the lending coach for tournament guest playing of league pool players. If a player signs up with the league pool, no transfer will be charged to a team if the player registers with a team for the remainder of the seasonal year. No transfer fee is required. A team that has received a player transfer is ineligible for the Kohl’s American Cup. A team that receives more than five player transfers is ineligible for the Nevada Championships.
